Robert Stampfly is a health policy and administration advisor for the Institute for Health Care Studies at Michigan State University.
Mr. Stampfly received his Bachelor of Science in Political Science with honors and a Masters of Arts with a public administration emphasis from Central Michigan University.
Mr. Stampfly has twenty-seven years of experience in health care policy and financing, with special expertise in insurance and HMO regulation and Michigan’s Medicaid program. Mr. Stampfly began his career as a health policy consultant with the Office of Health and Medical Affairs in the Department of Management and Budget. He also served as the director of the health plan division of the Michigan Insurance Bureau. The division oversaw the Bureau’s regulatory efforts related to HMOs and Blue Cross and Blue Shield of Michigan. He was also director of the policy division of the Medical Services Administration and directed provider and eligibility policy development for the Michigan Medicaid program.
During his career in state government, Mr. Stampfly provided leadership in the development of a number of new programs including the MIChild program and several Medicaid waivers. He was also responsible for the initial implementation of the provider class plan requirements for Blue Cross and Blue Shield of Michigan and the development of several new individual coverage options offered by the Blues.
